Arab Institute for Training & Research in Statistics (AITRS)

Foreword

         Originally, in 1971, an Institute was established in Baghdad-Iraq as the Regional Institute for Training and Research in Statistics for the Near East which consisted of all Arab countries and some Regional countries (Pakistan, Iran, Afghanistan and Cyprus) under the authority of UN & UNDP at that time and it was called the 1st phase of the institute (1971-1974) (Document Ref. REM/71/174/D/01/2).

         In Apr. 1973, the Board of Directors was satisfied of the results of the activities at the end of the 1st phase, and a committee from UN with association of FAO & UNDP evaluated the 1st phase and amended the project document REM/73/003/01/01 and in April 1977, the Board of Director decided to change the title of the Institute from "Regional Institute for Training and Research for the Near East" to the "Arab Institute for Training and Research in Statistics". Now all Arab Statistical Organizations and Burues are members of the Institute representing the Arab countries in the institute.

Organizational Structure 

 The Board of Trustees: The Institute policy and its annual programs are approved by the Board of Trustees who governs the Institute as the top authority .
The Board of trustees consists of presidents and Heads of Statistical Organizations or Burues in the member Arab Countries and the director General and the chief experts of the Institute, they meet at least once a year (usually in December) to approve the plan at budget of the coming fiscal you.
The financing of the Institute is done through the subscription rates paid by the member countries and any other donations or income due to charged tasks.

The Technical Committee:
It is follow the Board of Trustees ,  consists of :

  • Head of Central organization of statistics in the host country (Iraq).

  • Two heads of Arab Statistics organizations.

  • Director General of the Institute.

  • Chief Experts of the Institute.

  • Consultants: Head of Statistics Departments at the host country universities.

The role of the committee is to introduce suggestions and recommendations for the Board of Trustees concerning programs, scientific and technical details, and presenting opinion in scientific and research issues and any other related technical issues given by the Board of Trustees or the General Director.

 AITRS Objectives

The Arab Institute for Training & Research in Statistics (AITRS) aims to :

Raise competencies and skills of the Arab Statistical Organization and support them through executing the following activities :-

1.       Conducting short courses to train and to update Arab Statisticians on up to date knowledge and practices of statistics.

2.       Train the trainers on statistical schemes to upgrade them and qualify them in different areas of statistical training.

3.       Holding seminars, conferences and workshops concerning various statistical fields and issues.

4.       Offering Statistical consultation to the Arab countries, especially in the fields of surveys and censuses.

5.       Arranging visits among experts of different statistical organizations in the Arab world and from International and Regional Organizations.

6.       Exchanging up to date recent statistical techniques, methods and guidelines to be followed in the Statistical Organizations in the Arab Region.

7.       Preparing and implementing appropriate Statistical High Diploma programs to develop the skills (Theoretical & Practical) of statistician holding Bachelors in statistics.

Activities of the Institute

1-Training

-High Diploma (Advanced Course)

The AITRS organizes high diploma program every year. This program covers nine months and aiming at deepening and expanding university knowledge through intensive teaching process. The curriculum covers main theoretical subjects and practical-oriented ones; statistical methods and sampling, methods of data collection, editing, processing, publication and dissemination, statistical methodology, statistical management…besides more specialized and sophisticated subjects in applied statistics, population statistics, and national accounts. The AITRS has conducted 27 H.D courses so far. 512 students successfully completed this programme with average 20 graduates per year.

-Short courses

The training plans in AITRS aims at developing the knowledge and skills of the workers in the Arab statistical organizations. It aims also at expanding the usage of modern techniques and producing the training curriculum that improve the training processes for good achievements. The AITRS hold since its founding up to date (109) short training courses in different statistical fields, in which nearly (2633) trainee participated from various Arab countries.

-Individual Training

To create the communication between the employees of the Arab statistical organizations and give them the chance to practice the others experience in his field and to exchange experience, the AITRS arrange the individual training programs which take the responsibility to send statistical employees from one Arab country to another to exchange experience. About (85) statisticians of most Arab countries benefited from this training (Jordan, UAE, Bahrain, Djibouti, Saudi Arabia, Sudan, Syria, Somalia, Iraq, Oman, Palestine, Qatar, Libya, Mauritania, and Yemen.

-Scholarships

AITRS has cooperation agreements with Baghdad University (Statistics) and the High Institute for the Information Technology, Iraqi Ministry of High Education. According to these agreements, these institutions grant scholarships for graduate studies in statistics and information. The AITRS had a cooperation agreement with the Applied Statistical College in the Jordanian Department of Statistics through which many Arabs graduated carrying college diploma, but this cooperation ceased due to ending of this college. These scholarships served about (80) Arabic statistician who got their graduate certificates in statistics and computer (intermediate diploma, high diploma, master and Ph.D.)

- Seminars and Symposiums

Seminars and symposiums typically provide mutual, personal communication and meeting for interested people. This activity ensures better understanding, exchanging opinions and views, sharing experience among different Arab Statisticians. The institute has organized (23) seminars or symposiums in which (470) statisticians of various levels and fields have participated.

 2-Researches

During (27) working years, the institute issued many publishes which was distributed to the Arab statisticians, including;

Books: 23 books. Some of them were used as curriculum in the Iraqi universities.

Translations: Eleven issues of the UN publishing were translated by the AITRS.

Researches: The AITRS issued, prepared and published about (53) researches and studies in various statistical topics, in addition to (512) researches prepared by high diploma students in population and applied statistics.

Manuals: The AITRS started since 2003, as part of developing and modernizing the AITRS curriculum, to issue many manuals. These manuals are considered the guide for the Arabic statistician to recognize many specialized statistical software. The AITRS issued “The Guide to Use the Statistical Package for Social Studies (SPSS)” and “Census and Survey Processing Guide (CSPRO2.4)”.

Documentation and Data Sources

Capacity Building of Arab Statisticians System :

The AITRS realized the increasing demand for training of the Arabic statistical organizations, to meet the developments in statistics and information technology through providing the varied experiences in the scientific foundations that will help the enhancement of the statistical abilities on the Arabic level.

Consequently, the needs were arranged and connected to the qualifications and experiences available in the scientific foundations and the Arabic statistical organizations. These needs were introduced in vast and simple ways, i.e. the found of internet computerized system to enhance the Arabic statistical capabilities including the information requested for the design of training programs and run these programs on time. This computerized system will on line by the ending of this year. This program provides information about needs, experiences classification, complete guide for the use of trainee and trainer concerning the course and activities offered. Website:

The AITRS released its website early 2002. The institute insists on the update of its website since its release to make possible for its visitors to follow up the activities and the programs. The website contains all activities, achievements and the electronic sites for training and research on the Arabic and the International level. The website became important tool to promote the institute tasks, capabilities and training and the research courses hold that introduces the Arab statisticians background about the mechanisms to benefit these activities.

Library:

The library of the AITRS is enriched with publishes in statistics, economy, social science. These publishes covers textbooks, periodic, formal censuses, dictionaries, articles and researches. The publishes include: (990) publications issued by Arab & International Organizations, (753) publications issued by Arab statistical organizations, (772) Arabic & foreign books and (15) dictionaries. These issues benefited by the college and graduate studies students in the Iraqi universities and researchers from the different Arab countries.

Cooperation with Arab and International Organizations:

The AITRS seeks to solidify its professional relations with the other statistical organizations and the Arab, Regional and International Organizations; specially those relations that increase the activity of the institute. Of these relations:

  • The insist of attendance for the periodic meetings of the Statistical Technical Committee that follow the League of Arab States, organizations, institutions and the other Arabic specialized centers.

  • Closing up cooperation with Arab statistical organization to benefit from their human and physical resources for better performance of theinstitute.

  • Deepening and expanding work relations and concluding cooperation agreements with Iraqi universities and academic foundations.

  • Follow up and the attendance of the regional and international statistical activities related for the formal statistical work such as ESCWA, UNSD and Paris 21.

  • Benefiting from other regional and international training centers activities and publications (like TES, UNITAR, IUSSP and Cairo Demographic Center CDC).
