Part One

Capacity and Headquarters of the Institute

Article (1)

Definitions

Each of the following terms shall have the meaning below it:

The Institute: The Arab Institute for Training and Research in Statistics

The Board: The Board of Trustees of the Institute

The Articles: The Articles of Association of the Institute

Director General: The Director General of the Institute.

Member Country: The Arab country which agreed to join the Institute.

 

Article (2)

A-     The Institute is an Arab organization having juridical personality and   financial and administrative autonomy.

B-      The Institute shall have an independent budget covered from the contributions of member countries .It shall be expressed in US dollars and shall be sanctioned by the Board.

C-     The Institute may accept donations and grants to be deposited in its special accounts, and may spend therefrom to implement its programs in and out the Headquarters country. The Institute has the right to own and transfer ownership and dispose of its property in accordance with the laws and regulations in force and as may be decided by the Board.

D-     The financial year of the Institute shall start on the first of January and end on the 31st of December of each year.

Article (3)

The Headquarters of the Institute shall be in a city in a member country to be determined by the Board.

Article (4)

Membership in the Institute is open to Arab member countries of the League of Arab States. The country shall become a member when it applies for membership in the Institute.

Part Two

Membership

Article (5)

The Institute aims at:

Raising the  level of qualification  and performance  of personnel who serve in  the various statistical fields  in the Arab countries ; meeting the needs of these countries for trained   personnel in the field of statistics ; developing the national statistics organizations and training institutions in Arab  states, in accordance with  the general  developmental objective, vision,  message  , direct objectives and functions and main principles of the Institute;  namely :

·        The General  developmental objective

To participate  in the process of  implementation of  overall economic and social development  at the national level.; and to strengthen the opportunities of  formulating  better development policies through the enhancement  of the ability of statistics  organizations in Arab countries to perform their  developmental duties  at the country and national levels.

·        Vision

To continuously endeavor to place the Institute in the forefront as a main source of statistical training and an advanced scientific research center for the development of ways and methods of statistical work at the national level.

·        Message

To foster  the ability  of Arab statistics organizations  , improve the quality of statistics they produce , promote  the level of efficiency of their  personnel, through  developing and  implementing a modern , comprehensive , integrated,  highly  objective and sophisticated   research and training program  which is  closely related to official statistical action.

·        Direct objectives

1-    To satisfy the training needs of Arab statistical organizations and improve their efficiency in the field of methodology, concepts, and means of managing official statistical activities.

2-    To meet the needs of Arab organizations in the field of developing methods and means vis-à-vis the research program.

3-    To contribute towards increasing awareness of the importance of statistical activities through research, training, and dissemination programs as well as through seminars and provision of consulting services.

4-    To seek further coordination and cooperation with departments and organizations concerned in the League of Arab States in all aspects that serve Arab statistical action.

Part Four

Functions of the Institute

Article (6)

The functions of the Institute shall be:

1-    To develop comprehensive and integrated research and training programs on concepts and methodology in order to support statistics organizations in Arab countries.

2-    To carry out research on statistical theories, concepts, definitions and methodologies.

3-    To promote research and joint efforts among Arab countries; and promote cooperation with the academic communities and users and producers of statistical data.

4-    To develop and implement a multimodal training program to enhance the efficiency  of personnel of Arab statistics institutions  , increase the number of qualified  statisticians  in response to the needs of Arab statistics organizations , through a higher diploma  program, short-term courses, tutoring , scholarships, etc.

5-    To provide technical and material support in order to promote and develop statistical research.

6-    To offer technical advice  to member countries

7-    To perform any other function determined by the Board of Trustees.

Article (7)

The following basics must be observed in carrying out the functions of the Institute:

1-    To identify  and develop  statistical  data and  facts in the Arab states

2-    The Institute’s activities must be to serve the real needs of Arab statistics organizations.

3-    To integrate specific activities in the fields of training, research, studies, consultations, documentation, information, etc.

4-    To foster  the use of  modern technology in statistics

5-    To develop the abilities and skills of personnel of Arab statistical organizations in the various statistical fields and specializations.

6-    To make available opportunities to develop knowledge, skills,   and specialization   of the Institute’s personnel through accredited activities in the plan.

7-    To develop  relations between the Institute  and Arab statistics organizations   in the field of statistical training  vis-à-vis :

A-   Conducting training courses

B-   Assisting in the  design of  certain training programs

C-   Offering a higher  diploma  program , scholarships  and private tutorship

8-    To develop  statistical research  in the  Institute  by:

A-   Concentrating on field and applied statistical research.

B-   Handling  important  regionally and internationally discussed issues

C-   Providing new ways and means  of measurement

D-   Harmonizing  international  statistical methods with  realities in the Arab world

E-    Promoting  joint Arab  statistical action

9-    To pay attention to technical consultation in such a way as to cover various statistical sectors.

10-     To strengthen the Institute’s relations   with Arab, regional and international organizations in such a way as to serve the objectives and activities of the Institute in Arab states.

Part Five

The Institute’s Bodies

Article (8)

A-   The bodies of the Institute consist of the Board of Trustees and the Institute’s management.

B-   The  Board  of Trustees  may , when necessary ,  establish other subsidiary bodies and systems

Article (9)

Board of Trustees

A-   The Board of Trustees is the higher authority  which controls and runs the affairs of the Institute and is responsible  for setting its rules and regulations ,  drawing its general policy, planning  and following up its programs and activities , and monitoring  its technical , financial and administrative activities.

The Board shall have the following responsibilities and functions:

1-     To approve  all regulations of the Institute

2-     To appoint a full-time director general for one period of four years, in accordance with Article 11 (A), determine his salary and entitlements and terminate his service.

3-     To appoint a full-time  senior expert  who must be experienced and specialized , for a period  not exceeding five years , fix his salary and entitlements and  terminate his services. He shall act as adviser to the director general.

4-     To formulate the general policy of the Institute’s activities and approve its annual program of activities and curricula, follow up their implementation and submit comments and directives regarding them.

5-      To approve the amendment, addition or replacement of any documents and rules of the Institute.

6-     Approve the financial budgets of the Institute’s five year action plan.

7-     To approve the annual balance sheet and the closing accounts of the Institute.

8-     To appoint a certified auditor of the Institute’s annual accounts.

9-     To accept aid, donations  and revenues  and allot them to the purposes of the Institute

10- To invite, when necessary, experts and specialists to the meetings of the Board without having the right to vote.

11- To discuss and approve the Director General’s annual report about the Institute activities.

12- To approve the agenda of its meetings

13- To determine the date and place of the Board meetings.

 

B-   The Board of Trustees shall consist of:

Heads of National statistics organizations or the like in Arab member countries. The Director General of the Institute shall be the rapporteur (Secretary) of Board without having the right to vote.

C-   The chairmanship of the Board of trustees shall be held by rotation according to the alphabetic order of member countries that have paid their contributions.

D-   The Board of Trustees shall have a bylaw to determine the following:

·        Duties and functions of the Board

·        Rules of procedures the Board meetings

·        Agenda and documents

·        Voting

·        Duties of the Board Chairman

·        Duties of the Director General.

Article (10)

Management of the Institute

The management of the Institute shall consist of the Director General, assisted by technical and administrative staff necessary for achieving the Institute’s objectives, in accordance with the Institute’s organizational chart. All of them shall be subject to the rules of service in the Institute, as approved by the Board of Trustees.

Article (11)

Director General of the Institute

A-     The Director General of the Institute shall be appointed by the Board of Trustees .His appointment shall be for four years not renewable, as follows
“The Institute shall notify the members of the Board of Trustees of the availability of a vacant post for Director General and request them to nominate not more than three persons from their countries, in accordance with the conditions and requirements set by the Board. A body emanating from the Board shall select the candidates who qualify for the job and meet the requirements and present them to the Board of Trustees in order to select the most qualified candidate. Nomination shall not be from a country whose citizen will fill the job after 2005 or from countries who did not settle their contributions.

B-      The director general must devote his full time to his job, he shall be the superior head of the Institute’s personnel and the executive supervisor of all educational, administrative and financial affairs of the Institute and the one responsible before the Board of Trustees for carrying out his duties and functions. He shall, in particular have the following duties and functions:

o       To prepare the organizational structure and annual budget, and submit it to the Board of Trustees.

o       To supervise the management of the Institute, and approve disbursement   from its budget as approved by the Board.

o       To supervise the Institute and management of its programs, including training, research, surveys, consulting services,     scholarships, etc.

o       To contact participating countries to nominate trainees and second experts for training programs and researches according to the annual plan of the Institute.  

o       To represent the Institute in its relation with individuals, institutions and participating states and issue administrative directives to enable the Institute to perform its functions.              

o       To prepare the agenda of the Board of Trustees meetings, and provide whatever explanation of the agenda items, and submit   invitations to the meeting.

o       To prepare   for submission to the Board of Trustees an annual report about the Institute’s activities. 

o       To propose to the Board of Trustees for discussion and approval  , the  internal rules and   regulations needed by the  Institute including  the statute ,  personnel regulations,  financial regulations  and any amendments thereto .

o       To hire and fire personnel of the Institute, fix their salaries, wages and remunerations in the light of the Institute’s personnel regulations.                              

o       To legally represent the Institute and officially make declarations on its behalf. He may delegate this duty to others employees of the Institute.

o       To contact Arab and international statistical and educational institutes and institutions to coordinate and conclude cooperation agreements therewith.

o       To submit to the Board of Trustees any proposals that help attain the Institute’s objectives.

o       To act as rapporteur (Secretary) to the Board of Trustees.

o       To perform any other duties entrusted thereto by the Board of   Trustees.

Part Six

Commitments of the Headquarters country

Article (12)

The host country’s commitments must be documented and detailed in an agreement to be concluded between the Institute and the host country to be called the headquarters agreement, the same way as in other Arab league organizations.

Part Seven

General Provisions

Article (13)

The amendment of these articles or other regulations of the Institute may be amended at the request of a member country or the Director General of the Institute with the approval of at least two thirds majority of the members.

Article (14)

These Articles shall come into force after being approved by the Board of Trustees.

Article (15)

Any member in the Institute may withdraw by submitting an official letter to this effect to the Director General, who shall report it to the members of the Institute. Withdrawal shall not be effective except after the lapse of one year from the date it is submitted.

Article (16)

Liquidation of the Institute

1-    The Institute may be dissolved and liquidated by resolution from the Board of Trustees taken by two thirds majority, or by withdrawal of more than half of its members.

2-    In the event of dissolution of the Institute; its movables and immovables shall accrue to the Board of Trustees who has the right to dispose thereof. 

Article (17)

 No regulations, laws, resolutions or instructions contrary to these articles will be considered or taken into account
