for the
Statistical Consultation
Services Unit (SCSU)
According to decision no.9 of Board of Directors of
AITRS taken during 31st ordinary meeting hold in
Amman 2-3 Dec. 2006 in which it was decided to
constitute the unit for statistical consultation
services under the umbrella of the Institute.
Background
and Objectives:
Recently,
many Arab Statistical organization and Departments
or Burues or public and private Institutes started
to ask on foreign companies and expertise houses to
conduct for them statistical tasks or processes, and
those sometimes are simply playing the role of a
middle man or take the role of only supervision. It
was noticed in many times the large amount and the
inflated wages which are asked by those companies,
and most of the expenses are spent on commissions
and secondary administrative expenditures, where the
real work is done with the smallest margin left.
In the meantime there
exists many Arab expertises in the Arab World who
are more efficient, and as capable as any foreign
experts if not better in some cases, to carry out
some statistical duties.
Noticing that, at the
present, AITRS is carry out a project of building up
a database of Arab Statistical, Experts present in
the Arab countries or in International or Regional
organizations.
On those bases, and
for reasons that AITRS should play a main role in
the assistance of Arab Countries to allocate
efficient experts and supervise a kind of the tasks
conducted in this regard to the best known
standards, it was decided to establish this unit
(SCSU) to achieve the following:
1- To supply
statistical consultation services with the lowest
cost possible.
2- To pursue and
employ Arab statistical expertise available, and
acquinted with Arab working statistical
circumstances.
3- Insure best
quality of services and work done in this field.
4- To point out
the role of AITRS in statistical capacity building.
5- Sustain the
AITRS position and popularity regionally and
internationally,
6- And in
assisting to bring some financial support to AITRS
budget.
From Above, it is
foresee to give to AITRS a role to be the only Arab
Statistical governmental organization, regionally
capable to make use of the existing capabilities in
the Arab world to present statistical services,
consultations as a regional and international
extent.
Procedure:

Committee was
established in AITRS to supervise the work of the
unit which consists of the Director General, the
Chief Experts and a secretariat for the unit.

Announcing the
formation of this unit and initiating of its
tasks. In the website and through e-mails to NSO
and International and Regional organizations.

According to request
if made to AITRS, the unit, (SCSU) will sign a
contract with the beneficiary requesting the
service.

The SCSU will
allocate experts and sign with them contracts to
execute the tasks requested.

The unit will
supervise the work and conduct supervision of the
work done.
